Background: The Issue

Northern Uganda has been plagued by a history of conflict, and over the past two decades, the Lord’s Resistance Army (LRA) of the Northern Region of Uganda has terrorized the people living within that area. In the twenty years since its inception, the LRA has been abducting and enslaving children. The LRA used the children it abducts to fill about 80% of its ranks. The children as young as seven are used to raid villages, execute prisoners, act as baggage porters or sex slaves. Children are often placed on the frontlines on the battlefield or forced to form rings around senior officers. Trafficked children who have not been abducted by the LRA are often sold in the cattle markets at Karamajo on the Kenyan border. The children are sold for sexual exploitation, and domestic servitude.
